To get some kind of an answer, we have to head back to 1982 and the rather crazy example of Larry Walters. It seems that Larry had been denied entry to the US Air Force because his eyesight was not the best. However, good old Larry decided that he was still going to be able to fly, just not in the usual sense.
What this then led to was Larry getting a chair and 45 helium filled balloons and then allowed himself to drift on upwards. He reached a maximum height of 16,000 feet in his chair of balloons before starting to drift on back down.
Aside from the fact that this was a completely crazy thing to do, he did show that flying with helium balloons is actually possible if you put your mind to it.
